Lebone Energy Facility (RF) (Pty) Ltd (Lebone) is a Special Purpose Vehicle (SPV) wholly owned by Pele Green Energy (Pty) Ltd and is proposing to develop the Lebone Energy Facility located in the Masilonyana Local Municipality, Lejweleputswa District Municipality, Free State Province. The proposed project is located approximately 1 km from the town of Theunissen and is located on the farm Kareebooms Vallei.

Lebone is proposing to apply for Environmental Authorisation (EA) following Scoping and Environmental Impact Assessment (S&EIA) Process for the 200 MW Lebone Solar Photovoltaic (PV) Energy Facility (the project). As per the National Environment Management Act (NEMA, Act No. 107 of 1998, as amended) and the 2014 Environmental Impact Assessment (EIA) Regulations (2014 as amended), a Scoping and Environmental Impact Assessment (S&EIA) process will be followed for the Development. The formal application will be submitted to the Competent Authority (CA), Department of Forestry, Fisheries and the Environment (DFFE). In addition, the project includes the application for a Water Use Authorisation (General Authorisation or Water Use Licence, as applicable), in terms of Section 39 or 41(4) of the National Water Act, 1998 (No. 36 of 1998) (NWA) (Competent Authority; Department of Water and Sanitation).

SLR Consulting (South Africa) (Pty) Ltd (SLR) has been appointed by Lebone Energy Facility (RF) (Pty) Ltd as the independent Environmental Assessment Practitioner (EAP) to undertake the required S&EIA process and manage the Public Participation Process for the proposed Lebone Solar PV Energy Facility.

Status

You are hereby informed that the Environmental and Social Impact Assessment (ESIA) Report was submitted to the Department of Forestry, Fisheries and the Environment (DFFE) in respect of the EA application for consideration and decision-making on 21 January 2026.

The ESIA Report has been prepared in accordance with the Environmental Impact Assessment (EIA) Regulations, 2014 (as amended) and incorporates all relevant comments and feedback received from Interested and Affected Parties (I&APs) during the public review period.
